2020 LEGISLATORS OF THE YEAR

The Iowa Pet Alliance is proud to honor and celebrate nine Iowa legislators as our 2020 Legislators of the Year. Each of these legislators led the way on positive legislation to protect the pets of Iowa and/or worked to positively amend or oppose legislation that would negatively impact companion animal welfare.

HOUSE

Representative Ross Paustian (R-Walcott)

Rep. Ross Paustian floor managed and championed our Community and Pet Protection Act (HF737). The passage and enactment of this critical legislation to strengthen Iowa’s companion animal cruelty laws would not have been possible without his steadfast support and leadership.

Representative Steve Holt (R-Denison)

Rep. Steve Holt sponsored and championed our Community and Pet Protection Act (HF737). As the chairman of the House Judiciary Committee, Rep. Holt played a critical role in getting HF737 through initial legislative hurdles. The passage and enactment of this critical legislation to strengthen Iowa’s companion animal cruelty laws would not have been possible without his steadfast support and leadership.

Representative Bobby Kaufmann (R-Wilton)

Rep. Bobby Kaufmann championed our Community and Pet Protection Act (HF737), playing a critical role in getting this legislation to strengthen Iowa’s companion animal cruelty laws passed and enacted. He also sponsored our Commercial Dog Breeding Bill (HF738) and the Veterinarian Immunity Bill (HF2374) as the chairman of the House State Government Committee.

Representative David Maxwell (R-Gibson)

Rep. David Maxwell supported our Community and Pet Protection Act (HF737) to strengthen Iowa’s companion animal cruelty laws and ensured, as the floor manager, that HF311 was positively amended to ensure current companion animal welfare protections remain in place.

Representative Norlin Mommsen (R-DeWitt)

Rep. Norlin Mommsen supported our Community and Pet Protection Act (HF737) to strengthen Iowa’s companion animal cruelty laws and, as floor manager of HF2591, ensured current companion animal welfare protections remain in place.

Representative Mary Wolfe (D-Clinton)

Rep. Mary Wolfe supported our Community and Pet Protection Act (HF737) to strengthen Iowa’s companion animal cruelty laws as a member of the House subcommittee and House Judiciary Committee, and encouraged her colleagues to support this critical legislation. Rep. Wolfe also helped amend HF311 to ensure current companion animal welfare protections remain in place.

Representative Jane Bloomingdale (R-Northwood)

Rep. Jane Bloomingdale supported our Community and Pet Protection Act (HF737) to strengthen Iowa’s companion animal cruelty laws and floor managed the Veterinarian Immunity Bill (HF2374) which, like HF737, the Iowa House of Representatives passed unanimously.

SENATE

Senator Brad Zaun (R-Urbandale)

Sen. Brad Zaun floor managed and championed our Community and Pet Protection Act (HF737). The passage and enactment of this critical legislation to strengthen Iowa’s companion animal cruelty laws would not have been possible without his steadfast support and leadership.

Senator Jim Lykam (D-Davenport)

Sen. Jim Lykam championed our Community and Pet Protection Act (HF737) to strengthen Iowa’s companion animal cruelty laws, and encouraged colleagues to also support this critical legislation. During his 20 years at the Iowa Capitol, Sen. Lykam has consistently championed¬† legislation to better protect the pets of Iowa, including the Puppy Mill Bill, passed in 2010, that sought to address puppy mills in Iowa by granting state inspectors authority to inspect federally licensed commercial dog breeding facilities upon receiving a complaint.

DESERVING OF RECOGNITION

The Iowa Pet Alliance is also recognizing 11 Iowa legislators for demonstrating critical support of positive companion animal welfare legislation.
